It is easy to spot an organization that has weak leadership as well.
Culture and values are never discussed or ever worse, are spoken of “in theory” with employee seeing no evidence of such.   Employees feel disempowered, stressed out, and taken advantage of.  The organization hobbles ahead, forward some years, and back others.  As years pass, nothing really changes, internally or to improve the customer experience.
